Replacing a roof is about more than just replacing the old shingles. We always strip the old shingles down to the roof deck even if you have just one layer now. This is the only way to properly check for water damage on the plywood roof deck. It is also the ONLY way to install the required ice & water barrier, underlayments, and flashing around chimneys, skylights, and vent pipes.
